The measurements given on all the pieces are the cut size of the pieces and are for American piecing.
The see-through fibre optic plastic allows you to "fussy cut" your prints for beautiful blocks. To fussy cut, place the required template over a selected print or flower, centre as necessary, then trace/cut.
If sewing by machine, use a mechanical pencil to mark in the holes in the templates.
If sewing by hand, use a mechnical pencil and your Quarter Plus tool to mark in the seam allowance at the holes in the templates.
